National Public Procurement Authority (NPPA) is seeking an experienced and committed Sierra Leonean to fill in the under mentioned position. Successful candidate will be based in the Freetown head office located at Tower Hill.

Position Title: Director Human Resources & Admin

Reports To: Chief Executive -NPPA

Direct Reports: HR Officers; Admin Officers; Office Assistants

Directorate/Department: Human Resources & Admin

Location: Freetown

Role Purpose: The Director of Human Resources and Admin leads the Authority’s Human Resources and Admin Directorate, whose broader function to manage, co-ordinate, and control business activities, related to Personnel Management, Recruitment, Change Management, HR Services, and Organisational Design, providing an integrated and effective service, ensuring the achievement of operational objectives and provision of technical (HR) guidance and advice.

Accountabilities:        Ensure compliance with relevant HR & Admin policies, procedures,  objectives and regulations through appropriate behaviours.

Job Specific:

  • Lead the development and execution of Human Resources strategic and annual plans in alignment with the organizational goals, and mission
  • Work closely with line managers to ensure that the Authority’s policy and process is aligned to business requirements.
  • Progress & monitor recruitment and selection strategies and initiatives to ensure all targets are met within required timeframe, whilst meeting legislative requirements.
  • Oversee key HR processes, including:
  • Performance management
  • Full recruitment cycle
  • Employee & Industrial Relation
  • Workforce planning &
  • Salary reviews etc.
  • Manage all payroll processing duties, coordinate payroll activities, and supervise payroll staff.
  • Manage a full compensation and benefits system
  • Overseeing and reviewing payroll payments and account reconciliations.
  • Establish both a short term and long-term Training Strategy which is in line with operational objectives and the Authority’s longer-term goal.
  • Establish and manage the Authority’s reward and recognition program.
  • Manage relationships with relevant external bodies regulatory authorities
  • Prepare & Monitor HR and Admin department budget; review and negotiate HR- related contracts and agreements.
  • Be accountable for the quality of work output from the HR & Admin department through an on-going monitoring and auditing process.
  • Provide continuous advice and support to team members through ongoing
  • feedback and coaching.
  • Identify staff needs and advise accordingly
  • Overseeing the office management function
  • Running the office and facilities management functions
  • Planning HR and administration activities annually
  • Coordinate the recruitment process of the Authority.
  • Contribute in organizing training sessions, seminars/workshop for staff of the Authority.
  • Develop annual budgets for staff remuneration and coordinates leave rooster
  • In collaboration with senior management liaise with requisite GoSL-MDAs on personnel matters.
  • Assist senior management to build effective team culture, work ethics and to promote core values of the Authority.
  • Perform any other duty as may be determined by the Chief Executive.
  • Produce monthly a high-level report on all staff issues

Authority and Scope of role:   Financial Authority limited to travel, petty cash transactions and  authorization for fuel and staff travel expenses. (May be  amended as required.)

Knowledge, Skills and Experience:      The Director of Human Resources and Admin will require knowledge, skills and experience in the  following areas:

                          Knowledge/Education:

  • Tertiary education in business related studies, preferably Business Administration, HRM, Accounting, Sociology, or any related areas.
  • Strong Excel and analytical skills
  • HR Information systems

                            Skills:

  • The ability to work safely and promote safe work behaviour in others
  • Core competencies in organization effectiveness, recruitment/selection, labour relations, training and development, and policy/procedure administration
  • Demonstrated organizational, planning and conceptual skills with a proven record of leadership accomplishment involving the establishment of trust, credibility, and influence with line managers and internal/external stakeholders
  • Strong communication skills – both written and verbal

                           Experience:

  • Exposure to multi-national, ethnic and cultural environments
  • Eight (8) years of progressively more responsible HR and Admin experience with at least four (4) of those years in a leadership position
  • Successful history of effectively managing/leading an HR functions.
