Background

The GIZ (Deutsche Gesellschaft für Internationale Zusammenarbeit) GmbH IFF Global project has been commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ) to implement a global initiative to Combating Illicit Financial Flows. 

The overall objective of the project is to ensure that the systems used in the cross-sectoral fight against illicit financial flows at national, regional, and international level are strengthened. The project supports interventions in the following areas: 

(1). Prevention: the project supports the development of coherent anti-money laundering strategies in partner countries and at regional level. This also entails support to strengthen legislative frameworks in line with international standards. 

(2). Financial Investigation: the project advises the competent authorities in partner countries on new formats and methods for identifying the IFF and promoting effective cooperation between authorities at national, regional, and international level. 

(3). Asset Recovery: The project supports the return of assets stolen in developing and emerging countries through regional networks that promote cooperation between law enforcement and other local, regional, and global agencies.

Overall objective

In this context, GIZ is considering commissioning 2 interpreters for the Awareness Raising and Advocacy Mission to Sierra Leone on 12^th October 2023.GIZ will hire 2 interpreters. One (1) interpreter for French to English, one (1) interpreter for French to Portuguese will be responsible for interpretation services during their mission in Sierra Leone.

Key deliverables 

1. At the end of the mission, the following results will be achieved: 

1. At Member State level

• the political will of the Member States to give priority to issues of recovery and management of criminal assets is affirmed. 
• member States are encouraged to adopt relevant legislation and to establish bodies to achieve the objectives of recovery and management of criminal assets.
• a common procedure for mutual legal assistance for the purposes of seizure, confiscation and management of criminal assets is defined and the basis is laid.
•  
• all AROs/AMOs are operational and producing results.

• GIZ is not required to hire a contractor for the anticipated mission as the mission will be carried out by ARINWA delegation and supported by partners from UNODC and GIZ.

• GIZ shall support 2 interpreters based in Sierra Leone for translation purposes during the meeting in Sierra Leone for the anticipated period, 12^th October,2023 for 1 day.

• The interpreters shall provide the following service under the supervision of GIZ:

• Interpretation of the meeting mission from French to English and French to Portuguese for 1 day.

The languages of this meeting will be English, French, and Portuguese.

Expected tangible and measurable results:

1. Quality translation on discussion or presentation from English to French and English to Portuguese.
2. Ensure to supply good interpretation tools for the respective audience to ensure effective communication.

The languages of this meeting will be English, French, and Portuguese.

Implementation time frame

On the 12^th October 2023.
