  1. Background of Employment Promotion Programme (EPP) IV

On behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ), the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) with additional financial support from the EU is implementing the fourth phase of the Employment Promotion Programme (EPP) together with the Ministry of Planning and Economic Development over a period spanning August 2020 to April 2024. The overall objective of the programme is to improve the livelihoods of youth employment through vocational training and local business development, better policy implementation and skills development in Sierra Leone.

  • Districts / Objectives

GIZ has funds under its Employment Promotion Program (EPP IV) to construct/rehabilitate modern workshops/buildings/model farms for the Government Technical Institutes (GTI’s) in 1 Kabala, 2 Kono, 3 Kailahun and 4 Mattru Jong (for TVET 1 – 3 are extensions and 4 is new; for the model farms 1-4 are new) to be finalised by next year.

GIZ is looking for suitable qualified Institution/firm to provide consultancy services in Supervising the construction of these facilities.

 OBJECTIVES OF THE CONSTRUCTION SUPERVISION CONSULTANT

 The objectives of consulting service are to assist GIZ to Implement the Project as follows:

a) To ensure high standards of quality assurance in the execution of work and completion of work within stipulated time.

b) Comprehensive supervision of project implementation activities carried out by the Contractor to ensure complete compliance with the drawings, technical specifications and various stipulations contained in the Contract Documents

c) Efficient construction supervision by personnel who are experienced in modern methods of construction supervision and contract management.

d) Act independently and on behalf of GIZ to review all activities associated with Construction to ensure compliance of requirements of Contract Agreement in order to have a sound Project.

e) Report to GIZ on the financial and technical aspects of the project.

f) Assist the Client in arriving at an amicable settlement of dispute.

g) The Secondary objective is to assist GIZ for effective project monitoring by providing project management and monitoring support.

 SCOPE OF SERVICES, TASKS(COMPONENTS) AND EXPECTED DELIVERABLES

The Scope of the Consulting services includes but is not limited to the following activities:

 The Consultant will be responsible for the supervision of all construction work. The Consultant will administer the Construction Contract and ensure that the contractual clauses, with respect to both quality and quantity of work are respected and the works are constructed in accordance with the provisions of the Construction Contracts. The Consultant will be required to nominate a Representative (clerk of work) who will be full time resident on the Project site.

 The Supervision Consultant will make all necessary measurements and control the quality of works. The Supervision Consultant will make all engineering decisions required for the successful and timely implementation of the Construction Contracts in consultation with the GIZ Technical Team.

 The Supervision Consultant shall undertake a review of the Construction Contracts for the purpose of identifying any omissions, which compromise the completeness or consistency of the design. This review shall be carried out immediately after the services commence and shall be completed within one months. On completion of the review, the supervision consultant shall prepare a report on this review which sets out all findings and recommendations for making good any omissions identified.

Notwithstanding the above, the Supervision Consultant shall immediately inform the GIZ Technical Team of any omission which may have a substantial impact on the Project at the time the omission is uncovered. The Supervision Consultant shall submit four copies of the review report to the Client.

  • Timeframe

The assignment is expected to start immediately upon signing of the GIZ contract and will last for an initial first period of one month with possible extension.

  • Documents to be submitted

At this point, companies are asked to carefully review and consider the information described in this section to enable us to create a shortlist. Only the following information forms a complete basis sufficient for consideration. To express your interest in being commissioned for the project described, please submit the following:

  1. A brief company profile that details the experience in delivering similar tasks (physical objects of reference)
  2. Legal documentation of the company
    1. A copy of consultant/firm registration.
    1. A copy of valid Tax clearance certificate
    1. NRA registration
    1. NaSSIT Clearance Certificate
    1. Any other

Eligible experts, consulting firms and/or institutions should submit their “Expression of Interest” in a plain sealed envelope in the Tender Box situated at the GIZ Country Office Reception –32d Wilkinson Road, Freetown or via Email to rebecca.sesay@giz.de not later than 6th August, 2021 4:30 PM local time, clearly marked with “Consultancy Service for the supervision for TVET workshops/buildings CoSoft No 83387060″.
