The All Peoples Congress (APC) has expressed serious concerns to President Julius Maada Bio regarding the recent reappointment of Edmond Sylvester Alpha as the Electoral Commission of Sierra Leone (ECSL) Commissioner for the Southern Region, as well as the ongoing constitutional review process. The APC argues that these actions violate the National Unity Agreement of October 18, 2023, and jeopardize the efforts of the Cross-Party Committee on Electoral Systems and Management Bodies Review.
In a formal letter addressed to President Bio, the APC leadership emphasized that any review of the National Constitution is a significant matter that requires the involvement of political parties, relevant stakeholders, and the general populace. The party contends that the government is proceeding unilaterally with amendments to the 1991 National Constitution, bypassing the necessary democratic engagement.
The APC’s concerns stem from the October 2023 National Dialogue, which led to the Agreement for National Unity. During this dialogue, it was understood that the constitutional review process would be suspended pending the report from the Tripartite Committee, which was commissioned by President Bio on November 21, 2023. The APC asserts that their representatives on the Tripartite Committee have repeatedly urged the government to halt the ongoing unilateral review process, but these efforts have been in vain.
The party argues that the government’s actions not only deviate from established democratic practices but also undermine the rule of law, cooperative governance, and mutual respect. This unilateral approach, according to the APC, contradicts the spirit of the National Unity Agreement and casts doubt on the government’s commitment to implementing its recommendations fully and in a timely manner. The APC insists that ensuring free, fair, transparent, and credible elections requires rectifying current deficiencies and establishing a robust system and platform.
Moreover, the APC highlighted concerns regarding the reappointment of Edmond Sylvester Alpha as the ECSL Commissioner for the Southern Region. Citing Section 32 of the 1991 Constitution, which mandates appropriate consultations with registered political parties before such appointments, the APC noted that there was no consultation with them prior to Alpha’s reappointment. This, they argue, violates the National Constitution and other legal instruments, reflecting a disregard for constitutional provisions by the government.
In a bid to preserve peace and stability in Sierra Leone, the APC has requested an audience with President Bio to discuss these matters and any other relevant issues the party wishes to raise. The APC emphasizes the importance of dialogue in addressing these concerns and is considering suitable legal remedies in the meantime.
The party’s letter concludes with a call for President Bio’s favorable response and reaffirms their commitment to constructive engagement for the nation’s benefit.
